On August 13-14, 2010, Butch Bowers joined a nationally-recognized panel of election law experts as a speaker at the Republican National Lawyer’s Association 2010 National Election Law Seminar in Grand Rapids, MI.
Bowers, former Special Counsel for Voting Matters at the Department of Justice, was invited to speak on ethical issues for lawyers in representing candidates and campaigns. Over 200 attorneys from around the country attended the event, which has established itself as the preeminent election law seminar for Republican lawyers in the country and featured members of Congress, representatives from the National Republican Senatorial Committee, the National Republican Congressional Committee, and the Republican National Committee.

Hall & Bowers successfully reversed a lower court’s injunction in Denman v. City of Columbia, 691 S.E.2d 465 (S.C. 2010), which had enjoined an election for a representative seat in a majority-minority district on the Columbia City Council.

Our Firm’s attorneys successfully appealed an adverse ruling of the South Carolina State Election Commission to the South Carolina Supreme Court in In Re: November 4, 2008 Bluffton Town Council Election: Hamilton v. Fulgham, et al., 686 S.E.2d 683 (S.C. 2009). This case conclusively establishes that under South Carolina law, the proper appellate venue for any petitioner seeking review of a county election board’s decision made pursuant to a transfer of authority from a municipality is the circuit court, not the State Election Commission.

Hall & Bowers represented Governor Mark Sanford in an impeachment matter in 2009-10, successfully defending the Governor against impeachment before the South Carolina House of Representatives Judiciary Committee while also providing a legal defense that helped the Governor avoid both civil liability before the State Ethics Commission and criminal liability before the State Attorney General’s Office.

Butch Bowers and Kevin Hall said they are leaving the Nelson Mullins law firm to open their own firm dealing with commercial and public-policy litigation. The firm opens today in a historic house at Marion and Blanding streets in downtown Columbia.
